Partial takeover arrangement to other college

Is it possible to transfer to other college without new visa application as per the following letter..
I am Tier4 student (2 year visa left), i got entry clearance in may 2011.

This is to notify you that TRANS-ATLANTIC COLLEGE has finalised its talks with St Patrick's International College to transfer its current students to St Patrick's via a partial takeover arrangement.In order to rationalise the offering, TRANS-ATLANTIC COLLEGE is discontinuing the programmes it is currently running. However, as a responsible sponsor, it would take every possible step to ensure that its students interests are not affected in any manner and they have been requested to submit their applications to St Patrick's International college.The students would be transferred fromTRANS-ATLANTIC COLLEGE to St Patrick's on the basis of being accepted by the latter by the way of its stringent admission and screening process.TRANS-ATLANTIC COLLEGE will email the UKBA a list of its students who have been successfully accepted on a programme run by St Patrick's. Also, a similar list of the students would be sent to the UKBA from St Patrick's to acknowledge the same.The UK Border Agency will be kept updated regularly about the takeover process.

Benefits to you of this arrangement:
1.St Patricks International College has a track record of partial takeovers and has a streamlined and efficient process for ensuring that your application is dealt with promptly.
2.You can keep your current visa and do not need a new CAS. This means that if you have permission to work, you will keep it (unlike new visas). You will also avoid the cost and uncertainty of a new visa application.
3.Those of you with visas pending, St Patricks can provide legal advice, but it is anticipated that in most cases, you can transfer to St Patricks and your visa application will still be treated as good. This avoids the hassle of recalling your application and reapplying.
4.St Patricks will take into account fees paid already at Trans-Atlantic College. This means your enrolment fee will be reduced.
5.The whole process can be completed in less than 14 days, so you have peace of mind that you are not breaching any rules
6.We can provide all documentation required and liaise directly with St Patricks if they request further documents. Those students who have been suspended or expelled are urged to get in touch straight away in order to take corrective action and provide the documents you need.
7.St Patricks has a wide range of courses and excellent facilities. We recommend that you visit the college as soon as possible so you can decide what to do.
