Can a Tier 1PSW Dependant apply for a student visa within UK

Dear All,

I have a Tier 1 PSW visa and my wife is my Dependant. Our visa expires in the 1st week of August.

In order to extend our stay, we have decided that she would study for her Masters degree,hence the need to apply for a student visa.

She has lived with me in the UK for 1 year and 4 months. I would like to know if the UKBA would accept her application for a Tier 4 student visa if she applies from within the UK before our visa expires OR would she have to leave the UK to apply from our country of nationality.

Please help me resolve thus dilemma.

She has to apply from outside the UK as will you to become her dependent.
