This page says

Dependents of Tier 1 applicants who have been in the UK for less than 12 months -- who is that this statement referring to?

Dependents OR Tier 1 applicants?

If x is the main applicant of T1 and if x is in UK less then 12 Months than his/her dependent needs to show the required amount.
