Q1. If i apply an Indian Passport for my new born can he/she travel and get the visa from india or do i need to apply from here ( dependant and it costs £600 ).

Q2. I am planning to go through coucil passport service ( will they keep the passports or they will check and give that back )

Where and when is the child expected to be born?

In the absence of a British passport, a British child may apply for a Certificate of Entitlement to the Right of Abode.

I am not sure that the Indian consulate would be willing to issue a passport without confirmation that the child is not British which you can't produce as the child will be British from Birth. I suggest you ask this question in the "other countries" section of the forum.
