Canada will throw away old FSW applications!!!!

I was checking the new processing dates on federal skilled workers, and saw this link

Can they do that after many of us waited for 6-7 years? What about the interest on the money they kept all those years? What about us who made life changing decisions knowing that it's just a matter of time before immigration to Canada? This is unbelievable!!!
