EEA national bringing non EEA girlfriend to UK.

Hi all, friend of mine from work, he is EEA national and he was asking for advice, I hope you guys can get me some informations to pass to him.
He is Lithuanian living in England for just over 6 months been working until present, his girlfriend from Uzbekistan, been in relations for 3 years but met 2 times (1 month each time), stayed in Uzbekistan(just visit).
What are the rules to bring his girlfriend as a visitor even they are planing to get married.
Any ideas and opinion will help, thank you all in advance.

She doesn't meet the requirement for a EEA Family Permit. If her intention are just to visit, then she should apply for a General Visitor visa.

HI Jambo, thanks for your response, so if she comes as a family member, what does he have to do? can you please explain how the rules are and what he has to do?

A girlfriend is not a family member. It would have to be a general visit visa application.

Hi Lucapooka, thanks mate.
I understand that girlfriend is not a family member as they haven't lived together, but my friend(EEA national) is going to her(NON EEA) country to marry her and try to settle in the UK. would that be a problem for HO? would HO accept the marriage certificate without the couple been living together(marriage of convenience),,,,,they have on line writing prove for 3 yrs and photos that he was in her country twice.

Then she should apply for a marrige-visit visa. The only problem with granting this visa is that she is clearly not intending to leave the UK after the marriage, so it can't be issued on that basis.

The only alternative to marrying outside the UK is to apply for fiancee-settlement visa under UK rules and then switching to EU rules after the marriage.
