Follow the link below, it explains your fathers right and yours and siblings(dependants of an EEA nation)if he decides to exercise treaty right in other EEA states such as Germany.

Yes you (not sure as you're over 21 but your siblings) will get visa (free of charge) if your father can demostrate you and your siblings are dependant on him.

No! Language test isn't applicable to EEA applications as there will be no point to free movement if it is.

As far as I could find anything in the rules for Germany, you´d have to prove that you are unable to work for your living expenses - in some places it specifies that this would have to be for medical reasons, disability, etc. - and you´d have to prove that you are financially dependant on your father.

This could be a bit hard to do in your case, as you are a recent graduate and it would be assumed that, if you can successfully attend university, you´d also be able to work in your chosen field and maintain yourself.

How about studying? You could have your degree assessed for recognition in Germany. Most probably the assessment will come back to you saying that you will need to attend x amount of courses/years in German university to be fully qualified as a pharmacist. In turn, most, if not all, of those courses would be taught in German.

In order to get through the language test to enroll in university, I think you would need at least a year of intensive full time language study. I don´t know where your father lives/wants to live in Germany but I might be able to give you a few addresses of organisations that specialise in this kind of intensive language instruction.

I don´t know how the Embassy would look at a student visa application from you, given that your family wants to settle in Germany. If successful, it should give you at least a few years in Germany with your family. Mind, being a student in Germany will not automatically lead to a right to stay after you graduate.

Further studies in Pakistan or in Germany?

I think the answer would be no in both cases, as it would be your choice to study and not work. If you study in Pakistan it would also raise the question why you would want to leave before finishing.

Have you thought about contacting the German Embassy or seeking help from an experienced immigration lawyer?

I know it can be difficult to get through to the Embassy - I was only able to talk to somebody when refusing to speak anything but German on the phone.

Where in Pakistan are you - would you go to Islamabad or the Consulate in Karachi?

This might be the way for you:

Can I stay in Germany after graduating with my degree?

The new Immigration Act has been in force in Germany since 1 January 2005. It aims to enable highly-qualified people from abroad to enter the German employment market more easily and to offer them longer-term prospects. For international students who have completed their studies in Germany, i.e. graduated, the act states: After ending your studies, you can extend your stay and spend up to one year looking for a job in Germany that is appropriate to your qualifications. Highly-qualified foreigners who have a job offer in Germany, can receive a (permanent) Settlement Permit (Niederlassungserlaubnis) without the need for any labour market checks or the approval of the Federal Employment Agency (Bundesagentur für Arbeit).

I think a German lawyer is a good idea.

Consultants in Pakistan tend to be geared toward the English-speaking countries.

It really seems like as soon as you are over 21, you need to qualify in your own right. As you have no work experience and would need a license to work in your field in Germany, it is unlikely that an employer would sponsor you. That leaves you to come as a student or to get married. I don´t know whether you would want to go that far just for the sake of moving to Germany.

Good luck and keep us posted how it goes!
