Tier1 dependent age 17 can travel alone?

Hello, My son turns 18 on June 14 and he is having his appointment for dependent visa on 18th May in Hyderabad, India. If he gets his visa, I am planning to travel him to UK on or before 10th June. Is he allowed to travel alone or does he need to be provided with a letter or a guardian, since he will be still below 18 years on the day of travel.
