CoS issue date

Thanks in advance for your reply.
Can I tell my employer to get CoS mentioning the start date when my current visa is valid. Like my visa expires 4th February 2013, start date like 4th January 2013. In this case will the HO issue my visa from 4th Jan. If I get CoS with start date exactly after expiring my current visa which is 5th Feb 2013 is there any issue like in case they refuse and will be difficult to reapply or appeal. FYI I am working in highly skilled profession and my salary is £32K p/a since Nov 2011. My employer (leading minining and metals EPC company) is T2-G registered sponsor.
Another Q is when should I tell my employer to apply my CoS as the HO is taking ages to issue that to be in safe side. Note that my current visa expires 4th February 2013.
