My brother lives in Canada. He has PR Status in Canada.

Can he immigrate to UK Or he has to wait until he gets the Canadian

nationality?

Canadian PR / nationality does not make (long term) immigration to UK any easier or difficult. Hence, irrelevant.

If he meets the requirements of the immigration category that he qualifies under, then his current nationality is good enough!!
