Why are you applying from India? You won't be able to bring your dependent unless you are government sponsored.

You got PSW on the basis of HND?
If you are getting admisson in an under-graduate degree (i.e NQF level 6 or below) than you cannot bring dependents with you.
If you are getting admisson in a post-graduate diploma/degree (i.e NQF level 7 or above) in any university than you can bring dependents with you.
You can apply for visa 3 months before the course starting date. Late entry will be acceptable as per your sponsor's permission.

What do you mean you can't manage money here?
Regardless of where you apply you can't bring your dependent if you are doing a bachelors degree unless you are government sponsored.

Look on the ukba website under tier 4. If your government is not paying for your studies you are not government sponsored.

A bachelors degree is level 6 nqf and is most certainly an undergraduate degree. You really do need to read the guidance and information on the ukba website.
