Switching to Tier 2 from Tier 1 PSW without COS

Hi Everybody,

I am on PSW VIsa and currently working as a manager. I earn 20k P.A. My employer has registered license with UKBA but can't provide me a COS. Is it possible to switch to tier 2 general without COS.

Please suggest me.
