Grandfather unwell, can he call relative to visit him?

Hi All,

I have a friend whom has a grandfather living in the UK he is receiving Pension Credit. However her grandfather has suffered a stroke which has left him with a weak arm/hand and unable to speak. He visited Pakistan last year and is now unable to travel now.

My question is, is the grandfather allowed to invite his grandaughter from Pakistan to visit him as he is really missing her she is 19 years of age? He is unable to speak so is always teary.

How can we go about applying?

I really appreciate your help with this query.
