Job offer and tier 2 visa

I am being interviewed for a role and was told that I have a good chance of success. However the HR said that if they decide to offer me a role, they can only offer after the role is advertised on jobcentre for 28 days and they finish RLMT. Has any one received offer prior to RLMT? I know that they can't apply for visa before RLMT but thought one can get a job offer prior to that.

Any job offer you may get would be subject to the company being able to assign a CoS to you which in your case, according to HR, they can only do after a successful RLMT.

BTW it is you who will be applying for the visa, not the company.

just a note - make sure your potential employer is covering off all bases with the RLMT (i.e. advertising in the appropriate places for the job, keeping relevant records etc)
