Any idea how FP is issued if one travel outside of UK

Hi guys
Just to checkout, a friend of mine Non-EEA came in with FP some months back he was living and working and got 5yrs RC in germany before moving over to UK with his EEA spouse he applied for RC about 2months got his COA and requested his passport back for Urgent travel to Hungary, he's travelling alone.
So the question, is it possible to apply for FP at British embassy in hungary or should he go back to germany to apply.
Sorry if similar issue had been discussed.
