Family Permit - Treaty Rights??

Hello.
I am a UK citizen and my husband is non-EU. He is from Paraguay making him a non-visa national. We live in Spain, but wish to move to the UK. We are confused as to our best options regarding which visa he should apply for. We were about to apply for the Family Permit, although this states that I have to show that I have been fulfilling Treaty Rights in the other EEA country, Spain in this case. But, since being here I have only been volunteering for an organisation, therefore not earning. Is this sufficient and how much importance is laid on the fact that I have or havent been working in Spain??

Another option is to come to the UK, and arrange applying for residency from there, as he can enter the UK without a Visa being from Paraguay. But on some websites it states that they could refuse your entry. Also, if he comes as a visitor, obviously he cant work and he needs to do so, im not in a situation to support myself and him.

One part of the UK Borders website says you cannot ´switch´status if you come to the UK as a visitor.... are there ways around this if we are married?

Ill be so happy for advice on any of the questions above!
