Joint Application-what happens if one of them is refused?

Hi, does any one have any idea what happens in case of a Joint Application if one of the applications is refused. Does it affect the other application? I understand citizenship applications are not dependent on each other and one qualifies on own merit, but since its a joint reference/file number does it mean they reject both applicants if one of the applicants is refused?
