Confused ABT NQL4 TITLE and opening business of NQL3

Hi All,
I am on psw at the moment and planning to change my status to enterpreneur visa with investing the money in opening new off lisence/Minimarket (WHICH COMES UNDER LEVEL 3 AND ITS NOT ACCEPTED ). I have done my MBA and i will be the whole and sole for the business .My job title will be BUSINESS DEVELOPMENT MANAGER (WHICH COMES UNDER NQLEVEL 4 WHICH IS ACCEPTED) .

So my question is do i qualify(FOR ENTREPRENEUR VISA) to open an offlisence or mimimarket and be a buisness development manager for the same !
