Applying for Visa

My brother is due to get married in august 2012 in Pakistan. Is there anyway he can submit his fiance visa papers before marriage. So while he is there in Pakistan hopefully his fiance receives a reply and his wife can come back with him.

Please help

If applying for entry clearance as spouse of a British citizen / settled person, the applicant must be married to the sponsor on the date of application i.e.- date the applicant pays the entry clearance fees.
