ILR ELIGIBILITY

I am getting closer to completion of 5yrs from my work permit entry clearance date, but i entered UK 3 weeks later. i would like your advise on the my situation.

Work Permit Entry Clearance : 08/08/2007
Date entered UK: 31/08/2007

Switched to Tier2 General : 01/07/2009
Tier 2 expiry: 31/07/2012

When i will qualify for ILR under the 28 days rule? and Is it required to extend my Tier 2 Visa?

Any replies to above is highly appreciated.
