No, as you can't switch from EU/EEA regulations to UK rules.

when and how did you obtain your PR - on the basis of your relationship with whom?

what is your unmarried partner's immigration status in the UK and how long have the two of you been together?

I checked this website but i am confused........ In this website written (how to apply for permission to remain in the UK as the unmarried or same-sex partner of a British citizen or a person who is present and settled here). I am confused about (person who is present and settled in uk), I am living in uk and also settled as I got pr. What you think my partner will be ok if he apply under immegration rules ?

well as you have said you are settled in the UK as you have PR, therefore providing your partner meets the other requirements of the rules, she can make an application.
