Spous and child settlement - joint or separate applications

Hi all!
I would be grateful for your advise.
My wife and her daughter from previous marriage, 6 years old, are applying for a settlement to join me and our son (British citizenens) in UK.
Do they need to make separate VAF4 applications or they can apply jointly? Surely if they apply separately then we have to pay another £800+ application fee for a 6 year old.

Perhaps you could help with this one as well.
Would a certified letter from child's farther saying that he has no objection for her to apply for settlement in UK be required/sufficient?
I have not been able to find any mentioning of a such situation.

A "consent" letter from child's father may be detrimental to showing sole responsibility.
