Switching visa from Tier-2 ICT long term visa to short term

At present I am staying in UK and posses a long term ICT Tier-2 visa. I am going back to India and will have to get my certificate of sponsorship cancelled.

After joining in India, my new employer is planning to send me back to UK for 3-6 months and is thinking of applying for short term visa.

I read on the UKBA website, that there will be a 12 month cooling off period. Will this affect my application for the short term visa?

Please let me know.
