Enquiry on Tier 4 visa

Hi friends. I am Sanjay from India. I have secured an admission in UK for post graduation.Please let me know the amount of money in INR I need to hold for the Tier 4 visa points.My course fee is 19100 pounds. Also if i am having an education loan for the same, is the 28 day peiod applicable to loan ??
