Tier-2 ICT Dependant to Tier-2 ICT (main)

As per the new policies, is the cooling off period applicable to Tier-2 ICT dependant ?

If an associate comes to UK on Tier-2 ICT dependant (Short term) for company A and work here for company B and after the expiry of the VISA, is it possible to change the VISA to Tier-2 ICT (Short term) from Company B ? Is the cooling-off period applicable for applying from company B ?
