Visa application - borrowing money ?

Hi ,
My partners about to apply for the fiance visa for Uk. I'm on a regualr income although fairly low. I was wandering if I was to borrow money in the form of a loan from the bank, to show as financial backup, do you think this would help our application or would actually have a negatve effect on it ?

I understand that the sponsors income should be over £106 (?) after rent council tax each week. I am living with my sister and pay her £65 cash each week for rent and all bills. When applying for the visa am I supposed to prove that I pay my share of council tax ? and how?
