refusal letter

Dear Moderator,
please see the below mention refusal of entry clearance give a suitable advise,

My wife got 2 years student visa and now we decided to go togeather,
i used loan letter of main applicant approximately 14000 pounds, as a maintenece fund for my application as a spouse of pbs migrant tier 4 student.
The eco stated that loan letters are not accepted as evidence of funds to support a family member. but in the policy guide they mentioned that you can use :-

Letter from a financial institution regulated by either the Financial Services Authority or, in the
case of overseas accounts, the home regulator (official regulatory body for the country in which
the institution operates and the funds are located) confirming funds covering a 28 day period
ending no more than one month before the date of the application.
The letter from the financial institution regulated by the FSA or home regulator should show:
•the name of the main applicant and/or the family member making the application, or (for children
only) the name of the other parent who is also legally present in the United Kingdom;
•the account number;
•the date of the letter;
•the financial institution’s name and logo;
•the funds held in the account; and
•the amount of money available.
Letters that simply state the balance in the account on a particular day or an average balance are
not sufficient.



These are the pages from policy guide and the highlighted portion describe the whole situation. confirming funds means agreement of loan.
so im waiting for your reply.

they gave me the right of appeal can i use this right or apply my application again.

The paragraph in the policy guidance you have quoted is referring to a letter from a bank confirming funds have been held for 28 days. It is not referring to a loan.

confirming funds mean loan letter.

No, it doesn't.
Only the principal applicant can rely on loan for their application, not the dependant.
