Visa issued or not?

Hi
I partner received an e-mail from world bridge he has his applicaton with the Border agency for a civil partnership and he advised them of his new address as he was moving house, he received the following reply...
WorldBridge Service has contacted the visa section on your behalf and received the response that visa was issued and all documents would be returning to the new address provided via UPS
DOES THIS MEAN THE VISA HAS BEEN ISSUED? U.P.S just says not received to them yet, not sure if it means yes the visa has been issused or when the visa is issued it will be returned to the new addrees,any advise please?[quote][/quote]

If the wording is 'the visa was issued'...then one would assume the visa was issued.
