New Government rules

hi
Just wonder if you could help me with a question to do with the new Government rules i hear on the news, my partner has been granted a visa and is coming to the U.K in july, i see there is to a new rule of how much money you have to have for your stay etc, as he will be on a P.C.P visa nd then applying for F.L.R, can you tell me if this would effect us, with the F.L.M only it's a real worry for anyone, and we dont have £18,000 any advice please?
