If a student doing an MBA has sat exams for all its courses (within past 6 months) and only awaiting submission of dissertation and then wishes to change college to embark on a different course, will this qualify as an 'established presence'?

unless he has completed his current course, i.e. submitted all work including his dissertation, no.
