Tier 4 to Tier 1

Dear Sir / Madam,

Is there a possibility to convert from Tier 4 to Tier 1 (general) visa.
Eg: A student who visits UK on Tier 4 and completes his Education and gets an offer for employment in UK. After a year or so can he apply for Tier 1 (General) visa while living inside UK?
I am aware that once he gets an offer he has to apply for Tier 2 visa.
I would like to know whether he can apply from Tier 2 to Tier 1?

As you were advised earlier this week tier 1 general is permanently closed, so the chances of switching from tier 4 to tier 1 general are non existent.
