Switching from psw to tier 1 entrepreneur

I am on psw right now and wanna switch to tier 1 entrepreneur, as per tier 1 entrepreneur policy guidance I need to be registered with HMRC as a self employed or director of company within the three months before the date of my application thats mean if I register today I can apply next day or next week but confusing bits are:

1. Advertising or marketing your business is not easy and needs time.

2. In one week it would be really hard to find the contracts or clients.

3. I guess HMRC will not provide me NI bill in one day or a week.

So if I want to apply next day or next week after getting registered with HMRC do I still need to provide advertising materials and contracts??

I am really confused what to do and need some urgent help, please correct me if I am misunderstanding anything here.
