HSMP extension - economically active question

To be able to extend your HSMP after the first 2 years, I understand that one needs to be economically active. If at the time of your application for extension you do not have a job, but have been actively looking for a job (can prove it with job applications, advertisements, etc.) will you be eligible for the extension ?
