Application Form T or DLR

I have a friend (JAmaican national) who has a son who is now 15 years old. He was born in the UK, he has never left the UK.
His mother applied for long stay application and was granted 3years DLR. Her solicitor at the time added her son to the application and he was also given 3yrs DLR.

My question is does the son qualify for regsitration as a British Citizen under application Form T? Or should he simply wait for the extend his DLR at the appropriate time before eventually applying for ILR.
