Marriage on tourist visa

Hi could someone please tell me can someone on a tourist visa from pakistan to UK get married here (registry office) and remain here? Or do thy still have to return to their home country to apply for settlement?

They have to return and apply for settlement. Is the person already inside the UK or do they wish to enter the UK?
