Urgent!! Student Visa fees and conditions.

I want to apply for student visa under Tier 4(General), I am having 5.5 bands in IELTS(Academic) and I have completed my senior secondary from India. I want to know if I can study in Reading or any other area because I can't afford 9000£ for studying in London and live in Hayes(London) simultaneously.

Can I study outside London and live in London at the same time and can I apply for September Intake if I apply after a week?
