Dependant visa for mother, is Life in UK test required

Dear members,

I am trying to apply for a dependent visa for my mother who is 61 years old and has to live alone in India as my father passed away a year ago. I have got PR and don't have any restrictions on my Visa. I am trying to apply on compassionate grounds before the new rules become effective on July 9 which is going to make it very difficult. From reading the UKBA website and various boards I am not able to understand if she needs to passs the life in UK test, any help greatly appreciated.

life in uk is not required for
a parent, grandparent or other dependent relative of a British citizen or someone who has settled here (under paragraph 317 of the Immigration Rules);

By the way the test is only required for ILR applications and not for entry clearance as dependants......
