Can CoS be issued after 6months of employment

Can an employer issue CoS for Tier 2 General visa to an employee without RLMT who has been working for them for the past 6 months under Tier 2 dependent visa?

If yes, is that an Unrestricted CoS?

Could anyone guide me to the ukba guidance section that specifies this part
