Does anyone know if the referee 'of any nationality, and of professional standing' can be resident in another country, e.g. a civil servant in Australia?
To cut a long story short: I moved from Scotland to England around 2.5 years ago and only kept in touch with one of my friends in Scotland. That means that all of my friends here in England (who meet the referee criteria) know me for less than 3 years. I still have friends in Australia who are happy to sign the form for me if I just ship it to them.
Any experience is welcome
