can non eu spouse visit alone on schengen .eu fa member

hi my friends husband got a schengen visit visa inder directives 2004/30/ec .
on application they write they will be travelling together along with children wife and childrens are eu nationals they dont need visa
now question is can non eu husband travel on the visa alone without wife .

on the visa its says schengen states . c visit there

there is no comments like to accompany eu spouse etc.
its simple c visit visa.
if the non eu husband travel to schengen without family so he can arrange accomodation for wife and kids and they will join him after a week is this going to be ok.

I believe you are correct in the observation that this is just a standard Schengen visa and it doesn't indicate it was issued as a family member of EEA national.

so can he visit without the eu spouse .its standard schengen visa but on the application puropse of visit they stated is to accompany eu spouse .
at port of entry without spouse can he tell them that he came to arrange for accomodation and wife and kids will join him after a week.
he can take colour photo copies of wife and kids passports and all documents he subitted with visa application or this is not going to work
