Changes to immigration law on July 9th 2012

My wife is applying for the spouse visa next week. Her appointment will be on 6th.

Does the date of her appointment avoid the changes that are happening on July 9th or will the new laws come into practice while her visa is being reviewed?

If the date of application (30 or 34G) is before 09-Jul-12, the applicant will be subject to the current rules.
