Giving notice of marriage

Hello,
I am new to this forum and have got a question about my marriage.
I am a German citizen and my fiancé is Sri Lankan citizen. We want to get married in UK.
As a Sri Lankan citizen he applied to get asylum in this country and my question now is the giving notice of marriage.
We need to give evidence of nationality, name, age, address,...
We both have got a passport, but he hasn't got a visa in the passport...so will it be a problem at the register office or can we use the passport without a visa?
