Basic ILR questions & guidance required

Dear all,

I will soon be qualifying for ILR under 10 years long residency rule. My date of entry to the UK is on 5th Sept 2002.

When currently on Tier 1 visa ( just got extended for further 2 years) valid until 23rd June 2014, I entered the UK on student visa and since then I have been living here lawfully with no gaps or major break in between.

My questions are as follows: would be grateful for your inputs.

1. Can I apply in person?

2. Can my application be made 28 days ahead of 5th Sept 2012?

3. According to this forum, long residency postal applications are taking 20 weeks on average. Can we expect the timeline to be shorter/back to normal (i.e. 12 weeks) anytime soon?

4. I formally switched from Student to IGS/Post study visa on 20th Dec 2007. With my time on IGS/Post study & Tier 1 (3 years), could I qualify for ILR under workpermit to permanent residency rule?

Please advise and reference to any supporting materials related to above will be most helpful.

Please read the Long Residence details from UKBA. This will clear your maximum doubts.
