Can we send IAFT2 appeal form to BHC Mumbai or AIT UK?

Dear Forum Members,

I need to send my supporting documents along with IAFT2 appeal form and notice of decision within 28 days of receiving refusal on my dependent visa.Need your expert advise on the following

1.Can I send my appeal related documents directly to BHC,Mumbai or it is mandatory to send them to First-tier Tribunal (Immigration and Asylum Chamber),UK as stated on Justice.gov.uk website?

2.Can we send copies of supporting documents or originals are required?A bit confused after reading the below extract from Justice.gov.uk website -
"All documents in other languages must be translated into English, signed by the translator to certify that the translation is accurate and the translation attached to the original document. Make copies of the completed form and all documents that support your appeal, keep the original documents and send copies with the completed form."
