I would really appreciate some advice please. I only recently realised about the change in the family settlement rules coming in force on the 9th July 12. I have ILR in the UK and my father (age 65 and with serious illness) and mother (age 64) are abroad.

I am my parent's main financial support (with TT document proof) although I have 2 other siblings in Malaysia who are not in the position to help financially in a significant way.

I am going to try to apply for settlement for my parents before the new rule come into play.

My questions:

1. My father is exempt from English requirement on age criteria. My mum is only 64, does she need proof of English proficiency even if she is accompanying my father?

2. Can they pay the fees now (before 9th July) and then arrange for mum to get her English test? Is there enough time?

3. Any idea on their chances of success?
