Employer refusing to sponsor

I am with a category A sponsor employer, for about 2 months now, on a PSW visa. I meet the salary etc. other standards. I was hoping that after 6 months, I could ask my employer for sponsorship. I mentioned it to my manager, and they said "currently we are not sponsoring any staff".

Can they do that? After 6 months have passed, Is there a way I can ask them to sponsor me? Or do I have to look for a new employer who will be willing to sponsor me? My PSW runs out in 15 months, so if that's my only option, I need to act quick!
Any suggestions ...

You have seriously misunderstood how the PBS system works. No-one is under any obligation to offer you sponsored employment. If you want T2 sponsorship you have to find another sponsor who is actually willing to sponsor you.
