Easiest way for noneu spouse o enter uk

I am a British national, married to a pakistani. We live in Spain (my husband came on a schengan visa).
What is the easiest way in which we can return to set up a home in uk. I have lived in Spain for 15 yrs and never paid into the system in uk. Would this be a problem? We would be reliant on the state to help us with providing accomodation although we are both fit for work and aren´t looking to sponge off the state.
Any help greatly appreciated.

yes i am. I am currently working in admin but have paid inot the spanish state system over the last 11 yrs as a self employed teacher.

If you are working, and have proof of this activity, your partner can enter the UK under the EU immigration rules. He would need to apply for an EEA Family permit at the British Consulate.

Even if we are looking to relocate to uk permanently? I would be quitting my job.
