HC 514, Explanatory Memorandum

The explanatory memorandum to the Statement of Changes in the Immigration Rules HC 514 was published this morning, it's at

Note that this has to do with students and not with all the recent hubbub over family migration.

Note also that this change reintroduces the ECO's capacity to refuse a student application on the grounds of an interview; and that failure to abide the interview is now mandatory grounds for refusal.

Many outside of the government see this as a particularly REGRESSIVE change.
