Family visitor

Hi,
I am planning to call my sister as a visitor to UK from Pakistan. She is 23 and teaching there. She lives with uncle's family, parents passed away years ago. I was wondering what can she provide with her application, apart from prrof of her employement, to show her commitment back home? She has no property or money saved up in her name. I visited her last year.

Is there any way for her to settle here? She is over 18, I don't know if calling here as a dependent can be an option?

Would highly appreciate your advice.
