new application and bank statement after extension refusal

my sister applied for extension in april 2012. ukba holded the application. now college is suspended from the ukba list and we got refusal as the cas is withdrawn/cancelled.
they gave right of appeal within 10 days or new application within the current leave to remain. but visa expired on 23 May 2012 when passport was at ukba. now how can we make new bank statement for new application within current leave which is expired.

More over can we appeal providing new cas with the old bank statement as it was not our mistake that college is suspended.
